One of the perpetrators was most likely the person who wore this shirt. As a result, it was also likely that he lost the bet and had to wear this shirt to the pool. “I pee in pools,” the message said. It wasn’t that bad, but the venue was where the children’s swimming competition was being held.

It also says that when we want to accomplish what we want, we should show patience. The expression, however, could be mistaken for simply waiting for something.
