It is common for people to speak in a higher pitch if they are talking to dogs, and sometimes, dogs tilt their heads as a response. You are not wrong if you guessed a dog does this in order to try to understand what someone is saying. Dogs can read body language and vocal cues really well and respond to what they take in, including instructions and reprimands. They can also recognize specific words, so they might be waiting for those that are associated with treats and walks!
